CAN THE GOVERNOR JUST IGNORE THE LEGISLATURE, THE LAW, AND DO WHATEVER HE WANTS IN A DISASTER?


The simple answer is, YES! Illinois law created by the legislature, 20 ILCS 3305/7 sec. 7 (use that citation as a search term and look it up) gives the Governor Emergency Powers for 30 days at a time.

He can suspend any regulatory statute regarding state business, control entry and exit from the disaster area, control sale of food, feed, fuel, clothing and other goods and services or “…any duties as may be necessary…”
