According to the Illinois Governor’s proclamation of March 21, which was extended to at least April 30, 2020 “Travel required by…court order, including to transport children pursuant to a custody agreement.” is classified as Essential Travel, and therefor not prohibited by the proclamation.
So the answer is clear. If you have a divorce decree or other visitation order, the governor’s Emergency Declaration, has no effect on your ordered obligation to make visitation available as listed in the court decree. There are other elements of the order that proscribe what can and cannot be done by all citizens, but the Governor is not ending Parent/Child visitation.
